Dear US Citizen,
Why does your government not want any business travelers into your lovely country? Your rules and regulations have become unpalatable - it’s no longer safe for us to pass through your borders. Our electronic devices often contain large, important chunks of our life. Not only our business life, but our personal life as well - asking us to surrender them for no other reason than to satisfy your insatiable need for security theater is unreasonable.

As I understand it, if you fly into the US from Canada and they ask to seize your laptop, you can politely refuse and walk away, as you still are in Canada.
The brutal issue is if you fly from outside North America to the US and land inside the US. Then you are in the US but not admitted to the US, and hence can’t realistically refuse anything.
